DHRs were established on a statutory basis under Section 9 of the Domestic Violence, Crime and Victims Act (2004). The purpose of a DHR is to establish what lessons are to be learned from the domestic homicide about how local professionals and organisations work individually and together to safeguard victims.
This joint SAR/DHR was commissioned following the death of Rose in 2020This joint DHR/SAR looks at the death of ‘Rose’ who died by apparent suicide in 2020. Rose had been in an abusive relationship with Assil since 2015. Assil successfully appealed against deportation from the UK on the grounds of his relationship with Rose in respect of which he presented himself as her carer.
Professionals received reports which indicated that Assil was financially exploiting Rose, coercing and controlling her and sexually abusing. Rose’s risk of exploitation was likely exacerbated by her mental and physical ill health and her use of alcohol and illicit drugs, to which Rose’s elder children alleged Assil had introduced her.
